Une solution « interne » aux apories de l’approche cognitive des politiques publiques

L'objectif de cette contribution est d'esquisser les apories tant ontologiques qu'épistémologiques auxquelles sont confrontées les approches cognitives des politiques publiques (AC). Il nous semble effet que, malgré ses apports heuristiques considérables sur le plan opérationnel, ce type d'approche montre des limites au niveau abstrait. Néanmoins, nous pensons qu'il est possible de dépasser ces limites en réactivant la "parenté gramscienne" revendiquées par certains tenants de l'AC. Dans un premier temps, nous proposerons une présentation critique des AC, en particulier l'approche en termes de Référentiels. Nous évoquerons ainsi trois problèmes qui touchent aux concepts fondamentaux de cette approche: l'analyse du rapport global-sectoriel (RGS) et du changement ; la conception du rapport structure/agent et nous nous arrêterons sur une question essentielle et largement débattue depuis le "tournant discursif", celle du statut des "idées" et du "discours". Nous tenterons ensuite de montrer en quoi la réactivation de la référence à Gramsci peut apporter des solutions à ces différents problèmes. Pour cela nous nous appuierons sur la Cultural Political Economy et la Critical Discourse Analysis, car ces approches neo-gramsciennes abordent de manière plus systématique les questions abstraites qui constituent le point aveugle des AC. Nous reprendrons les trois problèmes présentés dans la première partie et esquisserons les apports de ces approches dans chacun des cas.

An inner Way out of the Aporias of French Cognitive Approach to Policy Analysis? Taking seriously the gramscian reference.

This contribution aims to present the ontological and epistemological aporias of the french cognitive approach (AC) to policy analysis. Our contention is that, despite undisputable achievements as a heuristic set of tools, this approach suffers fundamental shortcomings when scrutinized at an abstract level. Nevertheless, we think that it might be possible to overcome those shortcomings with the reactivation of the gramscian reference made by some of the tenants of the AC.

Firstly, we will draw a critical sketch of the AC, mainly focusing on Pierre Muller's Referential Approach. This will lead us to a close look at the aporias touching three fundamental points: First, the the relations Global Referential - Sectorial Referential and the process of change. Then, the conception of the structure-agent relations. Finally, we'll analyse an issue that runs across the whole approach and that is largely debated since the "discursive turn": the conceptualisation of discourse and ideas. Secondly, we will try to build an inner way out of those aporias by strengthening and deepening the gramscian reference of the AC. This will be done by taking Cultural Political Economy and Critical Discourse Analysis as examples of (neo-)gramscian approaches that deal more systematically with the abstract issues that are the Achilles' heel of the AC. We will then review the contribution those approaches could make to the solution of the aporias we exposed in the first part of the contribution.
